Happy Monday! There’s only one more week to go in the 2023 Session! Budget negotiations are continuing with only a few major issues outstanding. We are anticipating the budget to wrap-up today in time for the 72 hour cooling off period before a vote can be held on the budget. The House has approved a $113 billion budget proposal, while the Senate’s plan is $113.7 billion. The current year budget is $109.9 billion.
Bills moved at a fast pace on both the House and Senate floors last week. Procedurally, as of Sunday (April 30), pursuant to House Rule 7.16 (b), no House bills on second reading may be taken up and considered by the House. Also, after the 58th day (May 3) of regular session, the House may only consider returning messages, conference reports and concurrent resolutions. Policy committee meetings have come to a close, with only budget meetings and floor activity. The House Speaker and Senate President have discussed how many big bills have been passed that were the Governor’s priorities and their own priorities. Seventeen bills have been sent to the Governor so far. Fifty-nine bills have been “enrolled”, meaning they have been passed on the floor by either the Senate or the House and have a chance for final passage. No bills have been vetoed by the Governor as of this morning.
