Florida insurance chief updates lawmakers on market reforms

You look at California struggling to keep insurance carriers, they’ve got wildfires, we’ve got hurricanes, they’ve got companies leaving, we’ve got companies coming in the market, so we’re doing it right,” said former Florida Deputy Insurance Commissioner, Lisa Miller.  She said the state is still in a “wait-and-see approach” as lawmakers observe how recent reforms are working. “It’s not great. But these premiums will eventually level off, even though the rates are down, premiums are still up because of inflation,” said Miller. Miller adds that she sees a bright future ahead for the property insurance market, highlighting that Florida is now ranked as the 7th largest insurance market in the world. “As consumers, I encourage you to shop for coverage. You have plenty of choices. You have an insurance agent. If you’re not happy with your coverage, you have a lot of choices and your agent can certainly help you find the right coverage for you,” said Miller. TALLAHASSEE, Fla. – As lawmakers head into their final committee weeks before the 2026 session, property insurance is still a continued debate. Commissioner Mike Yaworsky briefed both the House and Senate on where the market stands today.

Yaworsky says that while the legislatures reforms of sessions past have cleaned up lingering issues, moving forward he would like to focus on home resiliency, policyholder protections, and building a stable and predictable insurance market.

“We actually have the best market in the nation. You look at California struggling to keep insurance carriers, they’ve got wildfires, we’ve got hurricanes, they’ve got companies leaving, we’ve got companies coming in the market, so we’re doing it right,” said Insurance expert, Lisa Miller.

During committee this week, Lawmakers pressed the commissioner about transparency and oversight, coming off of last sessions hearing into a bombshell secret study that revealed Florida insurance companies were shifting billions to affiliates while claiming to be broke.

Yaworsky says there was a lot of controversy with that study and didn’t find the findings sufficient. However, the department remains open-minded to solutions around those concerns.

As of now it remains unknown on whether lawmakers will revisit the issue next session.

It’s important to note that while rates are decreasing in the state, property insurance premiums have not caught up yet. Miller shares that lawmakers may still need to hold off on crafting new reform this session.

“I want your viewers to know that whenever they hear that rates are going down, there’s a difference, a major difference between rates and premium. So, if you want to think about the rate, it’s the cost per brick. That cost in insurance world is going down, but it depends on how many bricks you need to build your house, which is the actual cost of your premium,” said Miller.
